Isn't every dollar the government wastes on global warming/climate change, a complete waste of money?

If we only reduce carbon emissions and other pollutants by a few percentage points each year, that's not stopping pollution, that's only marginally minimizing it. The worst part is that climate change may not even have anything to do with human activity. The only winners are the many "green" companies that have come by to profit from all this.
