The cosmic background radiasi�n is homogeneous?

No, and that's the whole point. If it were, we never would have gotten any structure out of the universe. It's the very small inhomogeneities that produced the clusters of galaxies we have today. And that's why it's not all one color when you look at the WMAP results.
