Should the majority of people asking questions in the dog section even be owning a dog?

I see so many questions like "My dog is lying on her side bleeding, what do I do?" Any dog owner who is even marginally competent would know not to sit around waiting on the internet for responses and head straight to the emergency vet. What are your thoughts on this?
